protection at the Central Bank of Kosovo, streamlined construction
permitting procedures, eliminated an unnecessary pre-business registration
inspection by the Tax Administration, and established a draft framework for
issuing permits and licenses and for risk-based permissive system
compliance assessment procedures through inspections
· Managed Monitoring and Evaluation
for the $17 million legal reform project, including information gathering,
contribution analysis, impact assessment, and validation; the project
demonstrated more than $190 million in economic impacts of reform
· Managed contractual reporting
requirements to USAID, including development of weekly, quarterly,
semi-annual, annual, and final reports and annual project work plans
· Assisted in developing, adopting,
and implementing legal and operational reforms impacting seven World Bank
Doing Business indicators (Starting a Business, Dealing with Construction
permits, Getting Credit, Trading Across Borders, Registering Property,
Paying Taxes, and Protecting Investors); these reforms contributed directly
to a world-leading 28 country rank improvement and a 170 place cumulative
indicator rank improvement in the Doing Business 2013 report. Specific
improvements resulting from these reforms include:
o Increased corporate disclosure
requirements and conflict of interest protections, leading to a 76 rank
improvement in the Protecting Investors indicator;
o Eliminated LLC charter capital,
registration fees, and notary requirements for articles of incorporation,
resulting in a 44 rank improvement in the Starting a Business indicator and
over 50% increase in LLC registrations annually;
o Reduced construction fees over
500% per capita Gross National Income and streamlined processing times,
resulting in a 33 rank improvement in the Dealing with Construction Permits
indicator; and
o Reduced the cost of trade
transactions 20% through document elimination and process streamlining
captured in the Trading Across Borders indicator
· Conducted legal writing workshop
for BEEP staff; this methodology was adopted by the project as the
established persuasive writing methodology for external advocacy documents
TRANSPARENCY INTERNATIONAL-USA, Washington, D.C.

· Assisted in drafting and
researching the Transparency International-USA (TI-USA) civil society
correspondence report on the compliance of the United States with the Inter
American Convention on Corruption
· Worked with senior policy
directors to create the Transparency International-USA 2009 Annual Report,
including identification of key areas of interest and corruption-based
issues involved and determination of TI-USA’s implemented solutions during
the fiscal year

· Advised company Board of Directors
on improving company management, new business, and financial strategies
that contributed to Sand Hill, Inc.’s first-ever achievement of $1 million
in annual gross revenue
· Provided project scheduling and
management consulting services in engineering, consumer products, building,
and industrial construction. Projects included: Montgomery Country, Ohio
Juvenile Justice Center; Procter and Gamble detergent line shutdowns and
system upgrades; and the Springfield, Ohio High School. All projects
completed within 7% of original expected completion dates
· Helped the company achieve
“Preferred Vendor” status for outstanding achievement awarded by Procter
and Gamble, Inc.
· Took over representing Sand Hill,
Inc. in scheduling responsibilities on the Montgomery County Juvenile
Justice Center ($54 million Capital Project Value) where the project
schedule was seven months behind. Interacted with five prime contractors to
reduce five months of project lag and drove project completion to within
two months of original completion date
